Want to join a Citizen’s Panel?

What’s your view on making more street room for cyclists and pedestrians?

Plans for an independent citizens’ voice on how best to boost walking and cycling in Bath and North East Somerset have taken a step forward with the appointment of a national organisation to recruit, establish and support an independent panel of local residents.

Bath & North East Somerset Council has commissioned Britain Thinks, who have significant experience in running independent community engagement panels, to establish a Citizens’ Panel to deliberate on how to improve active travel between Bath city centre and outer areas of the city.

The appointment follows a commitment by the council’s cabinet last year to commission a “citizens’ jury or other suitable process of deep public engagement”, to determine the most appropriate safe, strategic cycle route to improve between the city centre, the University of Bath and the large employment and education sites in the Claverton Down.

The panel, which will cost £30,000, is being jointly funded by Bath & North East Somerset Council and the University of Bath, but will carry out its work independently. Britain Thinks will use their expertise to appoint a representative panel that will consider and weigh evidence, and make recommendations, without preconceived ideas.

The panel will be asked to consider how best to identify, develop and consult on improvements to cycling and walking between the city centre and outer areas of Bath, including Claverton Down, with its University and other employment sites,

Councillor Sarah Warren, deputy leader and cabinet member for Climate Emergency and Sustainable Travel, said:  “I am pleased that we are able to work with Britain Thinks on this innovative project.

“We know that we need to improve walking and cycling facilities between the city centre and areas such as Claverton Down, particularly where people are travelling out of the city, especially given the city’s topography”

“However, reallocating road space from current uses to active travel such as walking and cycling is always very challenging and people quite rightly raise many concerns when we seek to progress schemes that do this.  So the aim of this panel to give a genuinely independent perspective to inform our approach. That’s why we are asking it to take a broad view and provide us with genuinely independent, informed thinking about how we should approach these schemes in future

At any one time we may be drivers, pedestrians, cyclists or bus users, but we are all citizens and residents. Britain Thinks will now select 24 members for the Panel, taking into account a range of factors to achieve a broad representation of Bath and North East Somerset’s population. These will include age, social-economic group, housing tenure, ethnicity and disability. Particular attention will be paid to ensuring there is a broad spread of transport usage reflected in the panel, whether that is cycling, public transport use, or car use. There will also be a broad spread of where people live in Bath and North East Somerset.

Councillors will not sit on the panel but will receive recommendations following its deliberations.

  1. This is very poor journalism. A Citizen’s Jury selection process specifically *excludes* anyone with pre-conceived ideas. “Cycle campaigners NOT wanted!” is more accurate. In fact I suspect anyone that has ever submitted an opinion on transport to the council is not wanted.

    A £30k citizen’s jury to decide if the council should run a 6-12 month *trial* using an Experimental Traffic Regulation Order does however highlight how unbelievably poor and embarrassing our current cabinet is at taking strategic decisions. They just approved an ETRO for Milsom Street. No jury needed!

    We now have a Citizen’s Jury of 24 people who have no pre-formed ideas on walking and cycling (so has to exclude people that drive I presume?) to answer a simple question. Should there be a cycle route up to the Southern Plateaux from the city centre? If so, which route?
    With 3,000+ university staff, some that already cycle, 15,000+ students and a bus system at over capacity, a council that is spending millions building “Scholar’s Way” creating a southern plateaux cycle route connecting the two Universities and the 13 schools (about 30,000 students). Some brave Ralph Allen kids already cycling from Larkhall via North Road. 40,000 vehicle return journeys up the hill every two weeks. Big employers like BMI and Wessex Water also up there. No direct bus services from the east of Bath up the hill. Council set a climate action to drastically reduce road miles driven by 25% by 2030 which means pretty much every car journey under 5 miles should be walked, cycled, or use public transport (bus or eScooter). Also eBikes are becoming much cheaper and better, and now come in all shapes and sizes. The Journey To Net Zero also commits the council to try and move all goods around the city by eCargobike.

    Given all that information, should the council, with its strategic hat on, have a national standard cycle route from the city centre up to the University and beyond? It doesn’t take £30k and abdication of responsibility (these councillors were voted in to make these types of decision!) to come up with an emphatic yes.

    So the question is, which route? Well that’s simple as well. The only road you can bring up to National Cycle Design Standard (LTN 1/20) is North Road. The other are steeper and have significantly higher levels of traffic.

    The things councillors do to abdicate responsibility is just weird.
